Our Honorees
Scott Dubowsky
Past President, AFDVI
Read Scott's Bio
Dr. Scott Dubowsky is a 1975 graduate of the University of Pennsylvania, School of Dental Medicine. He received a teaching fellowship in periodontics from the University of Pennsylvania and completed his hospital residency training at Metropolitan Hospital Center in New York City in 1976. Dr. Dubowsky has received fellowships from the Academy of General Dentistry (FAGD) and The Pierre Fauchard Academy.
He has held national positions in both the American Dental Association and the Academy of General Dentistry at the council and taskforce level and has been Chairman of the AGD’s Council on Dental Care. He is a past president of the New Jersey Academy of General Dentistry and has also served as a reviewer for the US Surgeon General’s Report on Oral Health in America.
Dr. Dubowsky was a clinical assistant professor at the NYU College of Dentistry for over 25 years, is currently an attending dentist at Bayonne Medical Center, and is an evaluator for “Clinician’s Report,” an independent dental research and evaluation organization.
Dr. Dubowsky has received a commendation from the New York City Medical Examiner’s office for his work as a member of the dental ID team following the World Trade Center tragedy.
Don Simkin
Treasurer, AFDVI
Read Don's Bio
Dr. Don Simkin is a dedicated leader and volunteer in community and public health, with decades of impactful service at local, national, and international levels. A graduate of Syracuse University (1969) and NYU College of Dentistry (1973), Don ran a private dental practice in Sullivan County, NY, for nearly 40 years.

He has been involved in numerous health initiatives, including serving on the Sullivan County Health Advisory Council, the Hudson Valley Health Advisory Council, and the Board of the Sullivan County Red Cross. Since 1987, Don has been active with Dental Volunteers for Israel (DVI), helping to provide dental care to underserved children in Israel and raising awareness for the clinic’s mission. He currently serves as Treasurer of American Friends of DVI.

Don’s local contributions include founding the Livingston Manor Community Center, where he served as President, and his leadership roles in the Livingston Manor Rotary Club, producing events like the “Dr. Don Games” for children. An advocate for youth, he also serves as Vice President of the Lazare and Charlotte Kaplan Foundation, providing scholarships and grants for community programs.

Passionate about sports, Don has supported the U.S. Luge Team by making custom mouthguards, served on USA Luge’s governing board, and competed as a Masters athlete. His dedication to community service earned him the 2022 SYDA Foundation Community Service Award, recognizing his contributions to public health and youth services in Sullivan County.
Doron Birger
Chairman, DVI

Doron Birger: Chairman, director and advisor for a number of technology companies. Doron previously served as president and CEO of Elron Electronic Industries (Nasdaq ELRNF, TASE); and chairman and director of Given Imaging (NASDAQ GIVN) until the company was sold to Medtronic. He is currently a board member at IceCure (TASE), Heramed (ASX) and Citrin Global (OTC) and chairman of the medical device companies Sight Diagnostic, Onsight, Nurami and directors in few other technology companies. Doron also serves as chairman and director for a number of non-profit organizations.
Oded Birger

Oded Birger is married with four children and lives in Beit Hakerem, the same neighborhood in Jerusalem where he grew up. Oded Birger is the Deputy General Manager at the Israel Broadcasting Authority. Before IBA, Oded served as the CEO and Vice President of several communications companies, including CEO of Telcom 365, Director at Cellcom, Vice President of Pelephone, Vice President of Tevel Telcom and CEO of B-On business development. Oded Birger is the son of DVI Founders Trudi and Zev Birger.
Gil Birger
DVI

Gil Birger, CEO of Birger Holdings, is an entrepreneur and manager with extensive international business experience. He was a Managing Partner in Rabin, Sheves, Lipkin-Shahak & Birger Inc, a consulting firm based in Washington DC. Previously, he served as the Economic & Trade Officer for the Israeli Embassy in Washington, DC, where he was responsible for creating economic opportunities for U.S. companies in Israel and for Israeli companies in the U.S.
During his career, Mr. Birger has consulted for dozens of emerging companies on business strategy and capital formation. He has developed hedge and foreign currency management strategies for more than thirty large companies, he has managed private portfolios, and he has lectured on the minimization of corporate, economic and financial risk in portfolios. Mr. Birger is a veteran of Israeli Air Force Intelligence, and he holds an MBA in finance and international business from the University of Hartford, Connecticut, Graduate at the Technion, Israel, Faculty of Industrial Engineering. Gil Birger is the son of DVI Founders Trudi and Zev Birger.
